"Fractured Panorama": process

I started with a pencil outline then decided I wanted to use watercolors. I would like to add color pencils atop the watercolors; right now it just looks flat and stagnant to me. Color pencil details will give it more depth dimensions instead of it looking like a (very nice) beach towel!
